This study aims to the conditions that prepare the establishment of Union and Progress and the basic activities developed according to these conditions will be considered as a whole and the role of the Union and Progress will be emphasized in the declaration of II Constitution.Many sources are scanned; memories of members of Union and Progress were carefully examined, Ottoman texts, newspapers of the period and news were scanned. The main targets of the Union and Progress and developments in the proclamation of the legitimacy were examined accompanied by sources that have witnessed history. Accordingly the subject, it is possible to state that II Committee of Union and Progress aims to save the Ottoman Empire from the difficult conditions it is in. However, some members of the community have changed their opinions like many things have changed in time thus some developments have occurred.While second declaration of Constitution caused multiple different developments in Ottoman Empire, It took some time to be adopted by people who dissent from. While this innovation in Ottoman Empire was adopted by some parts of the country, this was a huge change that was difficult to get used to by others.Key words: Young Turks, Committee of Union And Progress, Second Constitutional Era, 31 March.

Bu araştırmada İttihat ve Terakki'nin kuruluşunu hazırlayan şartlar ve bu şartlar doğrultusunda gelişen temel faaliyetler bir bütün halinde ele alınarak II. Meşrutiyet'in ilanında İttihat ve Terakki'nin rolü üzerinde durulacaktır.Araştırmada birçok kaynak taranmış, İttihat ve Terakki üyelerinin anıları hassasiyetle incelenmiş, Osmanlıca metinler, dönem gazeteleri ve haberler taranarak tarihe tanıklık etmiş kaynaklar eşliğinde İttihat ve Terakki'nin temel hedefleri ve II. Meşrutiyet'in ilan edilmesi sürecinde yaşanan gelişmeler incelenmiştir.Bu doğrultuda ele alacak olursak İttihat ve Terakki Cemiyeti'nin kuruluş aşamasında Osmanlı Devleti'ni içinde bulunduğu zor şartlardan kurtarmak amacı taşıdığını ifade etmemiz mümkündür. Fakat zaman içerisinde değişime uğrayan pek çok şey gibi cemiyet üyelerinin bazılarında fikir değişiklikleri meydana gelmiş ve bu doğrultuda gelişmeler yaşanmıştır.Meşrutiyet'in ikinci kez ilanı Osmanlı Devleti'nde farklı birden çok gelişmeye sebep olurken, karşıt düşünceye sahip kişilerce benimsenmesi biraz zaman almıştır. Ve Osmanlı'da yaşanan bu yenileşme hareketi bazı kesimler tarafından benimsenirken bazıları tarafından alışılması güç bir değişim olarak karşımıza çıkmıştır.Anahtar Kelimeler: Jön Türkler, İttihat ve Terakki, II.
