Energy supply security is one of the most important issues in the modern world. The possibility of depletion of fossil fuels and the environmental degradation of energy use can threaten the planet has caused the states to take more attention to the problem of energy supply security. The theoretical structure of energy supply security has emerged in light of the dispute between energy importing countries and exporting countries.In this study, the relations between the European Union and Azerbaijan were examined in the light of the theoretical framework of energy supply security. Based on the reality that energy controversies are related to natural gas policies since the 2000s, the discussion area has been expanded in the light of the importance of the Southern Gas Corridor in the energy supply security of the European Union and the risks and opportunities that the corridor has. Statistical data were frequently used by reciprocal analysis methods which emphasized the potential of affecting bilateral relations without neglecting the problems experienced in the internal market of both sides.According to the main hypothesis of the study, Azerbaijan's energy reserves and natural gas export capacity have no short-term impact on EU energy security. Southern Gas Corridor is vital for more Azerbaijan and Turkey than to serve the European Union's energy security. For this reason, the support of the European Union to the Southern Gas Corridor is limited and the corridor has serious energy supply security risks. In this study, the hypothesis was confirmed, and the discussion area was expanded by emphasizing the necessary policy recommendations.Keywords: Energy Supply Security, Azerbaijan, Southern Gas Corridor, TANAP, European Union.

Enerji arz güvenliği modern dünyanın en önemli konularından biridir. Fosil yakıtların tükenme ihtimali ve enerji kullanımının çevre tahribatlarının gezegeni tehdit edebilecek seviyeye ulaşması devletlerin enerji arz güvenliği sorununu daha fazla mercek altına almasına sebep olmuştur. Enerji ithal eden ülkelerle, ihraç eden ülkeler arasında yaşanan çekişmeler ışığında enerji arz güvenliğinin teorik yapısı ortaya çıkmıştır.Bu çalışmada enerji arz güvenliğinin teorik çerçevesi ışığında Avrupa Birliği ve Azerbaycan ilişkilerinin incelenmesi yapılmıştır. 2000'lerden itibaren enerji çekişmelerinin doğalgaz politikaları ile ilgili olduğu realitesine dayanarak Güney Gaz Koridoru'nun Avrupa Birliği enerji arz güvenliğinde önemi, koridorun taşıdığı riskler ve fırsatlar ışığında tartışma alanı genişletilmiştir. Her iki tarafın iç piyasasında yaşanan sorunlar da gözardı edilmeden ikili ilişkileri etkileme potansiyeli vurgulanmış karşılıklı analiz yöntemlerine başvurulmak suretiyle sık sık istatistiki veriler kullanılmıştır.Çalışmanın ana hipotezine göre, Azerbaycan enerji rezervlerinin ve doğalgaz ihraç kapasitesinin Avrupa Birliği enerji güvenliğinde kısa dönemde bir etkisi yoktur. Güney Gaz Koridoru Avrupa Birliği'nin enerji güvenliğine hizmet etmekten daha fazla Azerbaycan ve Türkiye için hayati önem taşımaktadır. Bu sebeple Güney Gaz Koridoru'na Avrupa Birliği'nin desteği sınırlıdır ve koridor ciddi enerji arz güvenliği riskleri barındırmaktadır.
