In this paper first, concepts such as city, urbanization, urban poverty, informal sector, squatter housing and urban regeneration are defined. Second, it deals with the change in the meaning of urban space in retrospect since the 1940?s when welfare state became dominant form of the state until today, the era of globalization. Thirdly, the development of urban regeneration in Turkey within the framework of the regulations, implementation process and social consequences are discussed and the general situation of urban regeneration in Istanbul is presented. In general, this study focuses on implementation process and the direct influence of this process on the process of dwellers? social life in the regeneration neighborhoods, and interaction between these two processes. Finally, in this study it is also attempted to reveal what sorts of transformations have taken place during the period after 1980 in cities that have become the major investment areas for capitalists and how this regeneration has affected citizens.This study?s field research is conducted in Basibuyuk and Gulsuyu Neighborhoods in Maltepe District in Istanbul. Detailed interviews are carried out with 50 people in each districts, and 100 people in total. These interviews are also recorded. At the same time, notes are taken by researcher. Photos of the neighborhoods are also taken as a visional material in both districts in the period of field study. During the field research, one of the main goals was to determine the level of participation of citizens in the process of urban regeneration. Besides, the feelings, evaluations, expectations and suggestions of the settlers living in Basibuyuk and Gulsuyu districts with regard to regeneration are determined; then depending on the views and opinions of the neighborhood dwellers, how can a regeneration project could be formed with the involvement of the settlers of the regeneration area is attempted to determine.
Bu çalışmada öncelikle kent, kentleşme, kentlileşme, kent yoksulluğu, enformel sektör, gecekondu ve kentsel dönüşüm kavramlarına açıklık getirilmektedir. Ardından kentsel mekanların ele alınış biçimlerinin, sosyal devlet anlayışının hakim olduğu 1940'lı yıllardan günümüzün küreselleşme sürecine kadar geçen dönemde nasıl değiştiğine değinilmektedir. Türkiye'de kentsel dönüşümün yasalar çerçevesinde gelişimi, uygulama biçimleri ve toplumsal yansımaları tartışılmakta; İstanbul özelinde kentsel dönüşümün genel seyri ele alınmaktadır. Genel olarak çalışma; bir kamu politikası olarak kentsel dönüşüm projelerinin neden ve sonuçlarından çok, uygulama sürecine, bir bütün olarak uygulamadan doğrudan etkilenen kesimlerin yaşam süreçlerine ve bu iki sürecin etkileşimine odaklanmaktadır. Çalışmada ayrıca 1980 sonrası dönemde sermayenin yatırım alanı haline gelen kentlerde nasıl bir değişim/dönüşüm yaşandığı, bu değişim/dönüşümlerin kentlilere nasıl yansıdığı ortaya konmaya çalışılmaktadır.Çalışmanın alan uygulaması İstanbul Maltepe İlçesi Başıbüyük ve Gülsuyu Mahallelerinde yürütülmüştür. Her iki mahalleden 50 ve toplamda 100 kişiyle derinlemesine mülakat yapılmıştır. Mülakatlar ses kayıt cihazı ile kayıt altına alınmıştır. Aynı zamanda, mülakat sürecinde araştırmacı tarafından notlar da alınmıştır. Her iki mahallede alan araştırması sürecinde fotoğraf çekimi yapılarak görsel malzeme de toplanmıştır. Başıbüyük ve Gülsuyu'nda yaşamakta olan kesimlerin kentsel dönüşüm süreçlerinde ne ölçüde söz sahibi oldukları ve katıldıkları; kentsel dönüşüm projelerine ilişkin algıları, değerlendirmeleri, beklentileri ve önerileri saptanmış; bu saptamalardan hareketle mahallelinin de içinde yer aldığı bir projenin nasıl şekillendirilebileceği ortaya konmaya çalışılmıştır.
