To the end of 1991 the USSR had olready afficially collapsed and the independent ripablics had taken its place. The present thesis is dealing wath the Republic of Azerbaijan, one of these independense gaining counfries; it in demonstrating those politikal and cultural changes that have bin realized during the 10 post - independent. The paper throws light on the history of Azerbaijan inculding the 1918 Savereing and Democratic Goverment. For this purpase in the present study the stages of struggle for independence have been given considerable attention. Here the Garabagh event has been evaluated from the standpoint of the problems that Azerbaijan could hardly escape sinci it joined the world community as an independent country on thel8 th of October 1991. During this political period the independent Azerbaijan has put into life a lot of progressive changes, adopted its new constitution and the law of the election system in the present stady all these problems hav been investigafed in adeguate depth and sufficiency. The last post of the study has been devofed to the influence of this independence on the cultural life of Azerbaijan. İn this sense, the central notions of the chapter are `nation`, `national oufloox`, `Turkism` as well as `language and alphabet`. This chapter also includes the problems that arose during the so called transifirn period. These problems are mainly connected with the national fine arts, literature and historical achievements. The present paper also gives considerable spase to the ties of Azerbaijan woth Turkey and the Turkish world and the influence of these ties to the cultural strcture of Azerbaijan.

1991 yılının sonuna doğru SSCB resmen dağılmış ve onun yerini bağımsız cumhuriyetler almıştır. Bu çalışmada, bağımsızlığını kazanmış cumhuriyetlerden Azerbaycan Cumhuriyeti ele alınmış ve onun yaklaşık 10 yıllık bağımsızlık sürecinde gerçekleştirdiği siyasi ve kültürel değişmeleri incelenmiştir. Tarihi süreç içinde Azerbaycan'ın kurduğu devletler ve 1918'de ilan ettiği cumhuriyetle ilgili bilgiler verilerek Azerbaycan bağımsızlık hareketinin temellerine dikkat çekilmiştir. 1991 yılının 18 Ekiminden itibaren bağımsız bir cumhuriyet olarak dünya devletleri arasında yer almış bulunan Azerbaycan' ın bu dönemden sonra yaşadığı problemlere dikkat çekmek için Karabağ konusuna değinilmiştir. Bağımsız Azerbaycan siyasi yapılanma sürecinde çok partili hayata geçiş, Anayasanın kabulü, siyasi partiler kanunun kabulü, yeni seçim sistemi uygulaması vs. gibi değişiklikleri gerçekleştirmiştir. Çalışmada bu konular etraflı bir şekilde incelenmiştir. Son olarak bağımsızlığın Azerbaycan kültürel hayatına yaptığı etkiler ele alınmıştır. Burada Azerbaycan'da yeniden geçerlilik kazanan millet, milli düşünce, Türklük, dil ve alfabe konularına yönelik incelemeler yapılmıştır. Azerbaycan sanatı, edebiyatı ve tarihi değerleri ile ilgili konular da bu bölümde ele alınmıştır. Azerbaycan'ın Türkiye ve Türk Dünyası ile olan ilişkilerine ve bu ilişkilerin Azerbaycan kültür yapışma olan etkilerine de çalışmada yer verilmiştir. ıı.
