Along with globalization over the last century, one of the most important developments in the world economy is the internationalization of finance. Globalization has caused the mobility of capital and the integration of financial markets in the world has been realized. The removal of the substantial part of the barriers in front of the capital movements has provided funding system from developed countries to developing countries.Capital movements can pose negative results such as the corruption of the distribution of income particularly in developing countries, the increase of fragility in finance system and the corruption of macro-economic balances.Therefore, capital movements cause significant effects on financial markets especially on banking system rather than on real sector.This study aims to investigate the effects of the domestic and foreign factors on Turkish banking sector's risk structure and whether the macro-prudential policy instruments applied in this context will be successful in ensuring financial stability.In this study, India banking sector fragility index calculation in the operation of Kibritçioğlu (2003), Turkey and Singh (2010) were taken in reference. In this study, obtained fragility index or the influences of the domestic variables which is thought to affect the risk structure of Turkish banking sector such as real inflation rate, current account deficit, exchange rate volatility, credit interest rate, deposit interset rates; and of the foreign variables such as FED funs (US monetary policy interest rate), JP Morgan EMBI+Turkeyand TOT (external trade shocks) has been examined. Study of the risk structure of the banking sector, the relationship between the chosen variableshas been tested by being used `Johansen peer integration` analysis and `error correction model`. Moreover, with reference to the model of VAR, ` ımpulse-response analysis` and `variance decomposition method` has been used to be able to analyze the impact of domestic and overseas variables on the structure of banking sector risk. In consequence of the analysis, the findings have been reached that of the global factors, Fed policy interest rate is indirectly while of the domestic factors, deposit interest rate, reel exchange rate and foreign trade shocks are directly effective on bank fragility. The findings reached demonstrate that banking sector is prone to exchange and maturity risk accordingly consistent to the literature.

Küreselleşme ile birlikte son yüzyılda dünya ekonomisinde yaşanan en önemli gelişmelerden birisi finansın uluslararasılaşmasıdır. Küreselleşme sermaye hareketliliğine neden olmuş ve dünya finans piyasalarının entegrasyonu gerçekleşmiştir. Sermaye hareketlerinin önündeki engellerin önemli bir kısmının kaldırılması gelişmiş ülkelerden gelişmekte olan ülkelere doğru fon akışını sağlamıştır.Sermaye hareketleri özellikle gelişmekte olan ülkelerde gelir dağılımının bozulması, finans sisteminde kırılganlığın artması ve makro ekonomik dengelerin bozulması gibi olumsuz sonuçlar doğurabilmektedir. Bundan dolayı, sermaye hareketleri reel sektörden ziyade mali piyasalar ve özellikle bankacılık sisteminde önemli etkilere neden olmaktadır.Bu çalışma yurt içi ve yurt dışı faktörlerin Türk Bankacılık sektörünün risk yapısı üzerindeki etkilerini ve bu bağlamda uygulanan makro ihtiyati politika araçlarının finansal istikrar sağmada başarılı olup olamayacağını araştırmayı amaçlamaktadır. Çalışmamızda Kibritçioğlu'nun (2003), Türkiye ve Singh (2010) çalışmasında Hindistan bankacılık sektörü kırılganlık endeksi hesaplaması referans alınmıştır. Çalışmada, elde edilen kırılganlık endeksini veya Türk bankacılık sektörünün risk yapısını etkilediği düşünülen, reel enflasyon oranı, cari açık, döviz kuru oynaklığı, kredi faiz oranı, mevduat faiz oranı gibi yurt içi; FED funs (ABD para politikası faiz oranı), JP Morgan EMBI+Turkiye ve TOT (dış ticaret şokları) gibi yurt dışı değişkenlerin etkisi incelenmiştir. Ayrıca bankacılık sektörü risk yapısı ile seçilmiş değişkenler arasındaki ilişki, `Johansen eş bütünleşme analizi` ve `hata düzeltme modeli` kullanılarak test edilmiştir. Ek olarak yurt içi ve yurt dışı değişkenlerin bankacılık sektörü risk yapısına etkisini analiz edebilmek için VAR modelinden hareketle `etki tepki analizi` ve `varyans ayrıştırma yöntemi`kullanılmıştır. Yapılan analizler sonucunda, küresel faktörlerden Fed politika faiz oranının dolaylı buna karşın yurt içi faktörlerden mevduat faiz oranı, reel döviz kuru ve dış ticaret şoklarının banka kırılganlığı üzerinde doğrudan etkili oldukları yönünde bulgulara ulaşılmıştır. Elde edilen bulgular literatüre uyumlu olarak bankacılık sektörünün kur ve vade riskine açık olduğunu göstermektedir.
