Asbestos fiber is the name of a group of minerals with a crystal structure. It has been indicated that asbestos has been used since the Stone Age and known as the `magic mineral` because of its incombustibility and it was started to be used in industry at the end of 19th century. Asbestos had been used in various building products, vessels, textile, vehicles and various industrial products due to its characteristics of chemical and physical properties.Asbestos, which is a mass structure formed by naturally occurring and nature-adhering fibers, can easily be separated into fibers when crushed or processed. Asbestos fibers are light. Due to these properties, the fibers can be transported over wide distances by natural phenomena like wind, and they can pend on air for long periods of time. In terms of human health, airborne breathable asbestos fibers pose a risk. Asbestos fibers taken by respiration to the body cause health problems. Asbestos in the IARC Carcinogenic Substances List is in the first group with the definition of `definitive carcinogen`.Today, in developed countries, legal restrictions have been imposed on the removal of all types of asbestos and the prohibition or production, sale, use, importation and export of asbestos products. Despite legal regulations regarding the asbestos use, it continues to have adverse effects on human health due to intensive use in the past years.For many years, asbestos has been used in the production of many building products. Many of the structures where asbestos building products are used continue to exist today. Because of the lack of knowledge of the solutions and requirements for the prevention of the effects of these products, the effects of asbestos building products are continuing in the works of maintenance, demolition, disposal and disposal of these structures.Management of these building products should be ensured in order to prevent the effects of asbestos building products used in the structure in the life processes of the structure where asbestos is affected. The objective of a management plan of asbestos, the functioning of this plan, the necessary audits, criminal sanctions and planning of the sanctions and environmental health issues can be prevented from asbestos.In this study, the structure contained asbestos obligations imposed in the World and Turkey in order to overcome the negative effects of construction products and solutions for the prevention of exposure from these products were examined.In the study, a model proposal has been established in the buildings with asbestos building products to ensure the management of the asbestos building products used in the building in all life processes.As a result of the study, it is necessary to increase the awareness about the subject in both the society and the experts and suggestions for the development of existing requirements in Turkey.Key Words: Asbestos, asbestos containing building products, asbestos related health problems, requirements related with asbestos, asbestos management plan.

Asbest, lifsi kristal yapıya sahip bir grup mineralin adıdır. Yanmazlık özelliği nedeniyle `sihirli mineral` olarak bilinen, taş devrinden beri birçok alanda kullanılan asbestin, endüstride kullanımı 19. yüzyılın sonunda başlamıştır. Asbest, sahip olduğu fiziksel ve kimyasal özellikleri nedeniyle uzun yıllar yapı ürünlerinde, gemi, tekstil ve diğer sanayi alanlarında ve birçok endüstriyel üründe yaygın olarak kullanılmıştır. Doğal olarak oluşan ve doğada birbirine tutunmuş liflerin oluşturduğu bir kütle yapısında bulunan asbest, ezildiği ya da işlendiğinde kolaylıkla liflere ayrılabilir. Asbest lifleri hafiftir. Bu özellikleri nedeniyle lifler rüzgar gibi doğa olaylarıyla havada uçuşarak geniş mesafelere taşınabilmekte ve havada uzun süre askıda kalabilmektedir. İnsan sağlığı açısından havada solunabilir durumdaki asbest lifleri risk oluşturmaktadır. Vücuda solunum yoluyla alınan lifler zamanla asbestten kaynaklanan sağlık sorunlarının oluşmasına neden olmaktadır. IARC kanserojen maddeler listesinde asbest, `kesin kanserojen` tanımlaması ile birinci grupta yer almaktadır.Bugün, gelişmiş birçok ülkede asbestin bütün türlerinin çıkarılması ve asbestli ürünlerin üretimi, kullanımı, ticareti yasaklanmış ya da yasal sınırlamalar getirilmiştir. Asbestin kullanımına yönelik yapılan yasal düzenlemelere rağmen geçmiş yıllardaki yoğun kullanımı nedeniyle asbestin insan sağlığına olan olumsuz etkileri sürmektedir. Uzun yıllar birçok yapı ürününün üretiminde asbest kullanılmıştır. Asbestli yapı ürünlerinin kullanıldığı yapıların birçoğu günümüzde varlığını sürdürmektedir. Yapıda var olan bu ürünlerden etkilenimin önlenmesine yönelik çözüm önerilerinin ve zorunlulukların bilinmemesi ve uygulanmaması nedeniyle, bu yapıların kullanım, bakım onarım, yıkım, atıklarının taşınması ve yok edilmesi çalışmalarında asbestli yapı ürünlerinden etkilenim devam etmektedir.Asbestten etkilenimin olası olduğu yapının yaşam süreçlerinde, yapıda kullanılan asbestli yapı ürünlerinden etkilenimin engellenmesi için bu yapı ürünlerinin yönetimi sağlanmalıdır. Asbestin doğru yönetimine yönelik bir yönetim planının oluşturulması ve bu planın işleyişinin sağlanması, gerekli denetimlerin yapılması, cezai yaptırımların uygulanması ile asbestten kaynaklanan sağlık sorunlarının gelişimi engellenebilir.Asbestin türleri, fiziksel ve kimyasal özellikleri, yapıda kullanımı, asbest ve insan sağlığı ilişkisi kapsamında asbestten etkilenim yolları ve etkilenim nedeniyle oluşan sağlık sorunlarının da irdelendiği bu çalışmada; yapıda bulunan asbestli yapı ürünlerinin olumsuz etkilerinin giderilmesine yönelik Dünya' da ve Türkiye' de uygulanan zorunluluklar ve bu ürünlerden etkilenimin önlenmesine yönelik çözüm önerileri incelenmiştir.Çalışmada; asbestli yapı ürünü kullanılan yapılarda, yapının tüm yaşam süreçlerinde, yapıda kullanılan asbestli yapı ürünlerinin yönetiminin sağlanmasına yönelik bir model önerisi oluşturulmuştur.Çalışmanın sonucunda asbestli yapı ürünlerinden kaynaklanan etkilenimin giderilebilmesi için gerek toplumda gerek uzman kişilerde konu ile ilgili bilincin artırılmasına ve Türkiye' de var olan zorunlulukların geliştirilmesine yönelik öneriler sunulmuştur.Anahtar Kelimeler: Asbest, asbestli yapı ürünleri, asbestten kaynaklanan sağlık sorunları, asbestle ilgili zorunluluklar, asbest yönetim planı.
