Technological innovation processes are surrounded by highly complex network of relationships in the 21st century. Technological innovations should no longer be considered as a factor of production and development, but as a factor that directly affects social and social welfare, such as environment, health, education. In this sense, countries and firms need tools to guide the technological development in order to create an advantage in sectoral and global competition. Influencing the rate and direction of technology as a technology policy in the context of public policy is shaped by the preferences of the governments that have an important role in the innovation system. In this sense, spending limited public resources in line with the right choices constitutes one of the most fundamental problems of the technology policy development process. It is seen that these prioritization processes are shaped by a future-oriented foresight approach in technology policy development processes based on the evaluations of field experts. The main objective of this thesis is to investigate the supportability of the technology policy development process by developing more objective criteria and evidences by using technology mining methods by benefiting from the big data. For this purpose, in this thesis study, a process based on technology mining was created and this process was applied in the energy field. The nano-energy field, which is a promising research area in the field of energy, has been deal with and data-based answers have been put forward within the framework of the problems raised in the policy document on energy technologies.

21.yy'da teknolojik yenilik süreçleri, anlaşılması ve yönetilmesi oldukça karmaşık ilişki ağları ile çevrilidir. Teknolojik yeniliklerin artık sadece üretimin ve gelişmenin bir faktörü olarak değil çevre, sağlık, eğitim gibi sosyal ve toplumsal refahı doğrudan etkileyen bir faktör olarak değerlendirilmesi gereklidir. Bu anlamda makro boyutta ülkelerin ve mikro boyutta firmaların teknolojik gelişmenin yönlendirilmesinde sektörel ve küresel rekabette avantaj yaratarak öne çıkabilmesini sağlayacak araçlara ihtiyaçları bulunmaktadır. Kamu politikası bağlamında teknoloji politikası olarak teknolojinin hızının ve yönünün belirlenmesi, inovasyon sisteminde önemli bir konumda olan hükümetlerin tercihleriyle şekillenmektedir. Bu anlamda sınırlı kamu kaynaklarının doğru tercihler doğrultusunda harcanması, teknoloji politikası geliştirme sürecinin en temel sorunlarından birini oluşturmaktadır. Teknoloji politikası geliştirme süreçlerinde bu tercihlerin gelecek odaklı bir yaklaşımla, alan uzmanlarının değerlendirmelerine dayalı uzgörü çalışmalarıyla şekillendiği görülmektedir. Bu noktada tezin amacı büyük veriden yararlanarak ve teknoloji madenciliği yöntemleri ile daha objektif kriterler ve kanıtlar geliştirilmesi ve böylece teknoloji politikası geliştirme sürecinin desteklenebilirliğinin araştırılmasıdır. Yürütülen tez çalışması ile teknoloji madenciliğine dayalı bir süreç oluşturulmuş ve enerji alanında bu süreç uygulanmıştır. Enerji alanında gerçekleştirilen uygulamada gelecek vaat eden bir araştırma alanı olan nano-enerji alanı ele alınmış ve enerji teknolojilerine yönelik politika belgesinde ortaya konulan sorunlar çerçevesinde veriye dayalı cevaplar ortaya konulmuştur.
