In order to catch up the global world and to be in higher order civilizations, countries need to have higher budgets. For this reason, factors that provide income for the budget become more of a primary issue. In our country, most of the income of the budget is coming from the taxes, therefore, to inspect of the taxes become very essential recently. Taxpayers sometimes misrepresent the true state of their affairs to the tax authorities to reduce their tax liability and include dishonest tax reporting like declaring less income or they do not want to pay the tax at all. In order to avoid from those issues and to create tax awareness, we need a strong control mechanism, specialized tax officers and effective data storage.Based on this issue, this master thesis has been prepared to investigate the approaches to inspect the taxpayers by the management. In this thesis, the government control mechanisms during the tax income stages and the taxpayers responsible from the mechanisms, tax inspection term and its history, need for the tax inspection, the approaches used by tax administration, liabilities of the tax officials to the tax payers and rights and the liabilities of the tax payers have been investigated.Keywords: tax audit, taxpayer, tax authority.

Ülkelerin Global dünyaya her anlamda ayak uydurması ve üst seviye medeniyetlerinde yer alması için ekonomik seviyesinin yüksek, haliyle de bütçesinin de güçlü olması gerekmektedir. Bu nedenle bütçeye gelir sağlayan faktörler de birinci dereceden önem kazanmaktadır. Türkiye'de de devlet gelirlerinin çoğu vergilerden oluşmaktadır ve bu nedenledir ki vergi denetimi son yıllarda çok daha fazla önem kazanmıştır. Vergiyi doğuran olay karşısında kazancın belli bir kısmını vergi olarak ödemek zorunda olan yükümlü kimi zaman tepkisel olarak vergi ödemekten kaçınma ya da hiç ödememe gibi tepkiler verebilmektedir. Bu durumun hem önlenmesi hem de vergi bilincinin oluşması, güçlü bir kontrol mekanizması, uzmanlaşmış denetmenler ve verimli bilgi depoları ile mümkündür.Buna istinaden idarenin vergi mükellefini denetlemesi ve denetlerken kullanmış olduğu yöntemleri detaylı bir şekilde incelemek adına hazırlanmış olan bu çalışma, vergi gelirlerinin elde edilmesi aşamasında devletin kontrol mekanizması olan birimler ve bu birimlere muhatap vergi mükelleflerini, vergi denetimi kavramını ve tarihçesini, vergi denetimi gerekliliğini, vergi idaresinin vergi denetim yollarını, vergi incelemesi yapmaya yetkili olanların yükümlülükleri ile incelemeye tabi mükelleflerin hak ve yükümlülüklerini içermektedir.Anahtar Kelimeler: Vergi Denetimi, Vergi Mükellefi, Vergi idaresi.
