Abstract

The main purpose of this thesis is to evaluate the priority substances and certain pollutants in the Büyük Menderes River within the scope of Water Framework Directive (WFD).In line with this main objective, the process of formation of the WFD, its historical development, the aims and objectives underlying the WFD, the studies on literature about certain pollutants and priority materials were summarized. The quality criteria of certain pollutants and the directives that have been implemented for this purpose and the directives which have been put into effect for this purpose (2008/105/EU, 2013/39/EU, 2015/495/EU numbered) have been examined in order to improve the water quality and the attitude of the EU on certain pollutants. Finally, priority materials and certain pollutants in the Büyük Menderes River were evaluated in the WFD.As a result of the examination of specific pollutants and priority substances on the monitoring stations located on the Büyük Menderes River, it was observed that the majority of them were well below the permissible AA-EQS and MAC- EQS values in the Regulation on Surface Water Quality (YSKY). However, the fact that the results of the analyzes are below the permissible limits in the regulation does not guarantee that they will not exceed the values of the EQS in the future, but the necessary measures should be taken to ensure that the pollutants produced in the basin as a result of the agricultural and industrial activities do not exceed the limit values of the Regulation.

Bu tez çalışmasının temel amacı, Büyük Menderes Nehri'ndeki öncelikli maddelerin ve belirli kirleticilerin Su Çerçeve Direktifi (SÇD) kapsamında değerlendirilmesidir.Bu temel amaç doğrultusunda SÇD'nin oluşum süreci, tarihsel gelişimi, SÇD'nin temelinde yatan amaç ve hedefler, çevresel kalite standartları (ÇKS), belirli kirleticiler ve öncelikli maddeler hakkında literatürde yer alan çalışmalar derlenerek özetlenmiştir. Su kalitesinin iyileştirilmesi için belirlenmiş olan ÇKS'ler kapsamında yer alan öncelikli maddeler ile belirli kirleticilerin kalite kriterleri ve bu maksatla yürürlüğe alınmış olan direktifler (2008/105/EU, 2013/39/EU) ve 2015/495/EU sayılı karar incelenerek, öncelikli maddeler ve belirli kirleticiler hakkındaki AB'nin tutumu incelenmiştir. Son olarak da Büyük Menderes Nehri'ndeki öncelikli maddelerin ve belirli kirleticilerin SÇD kapsamında değerlendirilmesi yapılmıştır.Büyük Menderes Nehri üzerinde yer alan izleme istasyonlarında belirli kirleticiler ve öncelikli maddelerin analiz sonuçlarına göre, çoğunluğunun Yerüstü Su Kalitesi Yönetmeliği'nde (YSKY) yıllık ortalama çevresel kalite standardı (YO-ÇKS) ve maksimum izin verilebilir çevresel kalite standardı (MAK-ÇKS) değerlerinin çok altında olduğu gözlenmiştir. Ancak, analiz sonuçlarının yönetmelikte müsade edilen sınır değerlerin altında olması, ileride ÇKS değerlerini aşmayacağını garanti etmemekle birlikte, Havzada gerçekleştirilen tarım ve sanayi faaliyetleri sonucunda oluşacak kirletici maddelerin yönetmelik sınır değerlerini aşmaması için gerekli tedbirler şimdiden alınmalıdır.
