The state has been trying to reach its goal by using some tools to carry aut the responsibilities thetoget herness has revealed. These tools are the publice expenses and the tax spendings being social transfer expenses in nature within the publice expenses. The states have basically been carrying aut their duties and responsibilities within the public expenses. The state has been fulfilling its targets by trying various methods as a result of its workload increasing and social chamges. In this scope, the tax spendings have got a very importaut place. The tax expenses coming up by making some arrangements ın the structure of the tax system are prefered in terms of application and giving the guick result. To fulfill the priciple of justice in the taxation expresses getting the tax according to the fiscal power. The tax expenses are an effeciant method butif they are not used in the right place, it is seen that it will move away the justice in the tax system. The justice in the taxation and the equality in the income distribution give a, positive result by using the tax expenses efficiently. That the tax expenses in Turkish tax system haven't been inspected objectively is seen in the result of a survey conducted. The aim of this thesis is to determine the affects of the relationship be tween the tax expenses and the tax justice to Turkish tax system and is to discrease the problems coming up with the solution recommendations. As a method, the results of Academic study and the survey study related with the tax expenses hove been evaluated and a table has been made. According to these data, that the tax expenses have effected the tax justice negatively in Turkey and that they have caused Turkish Tax System to be evaluated as an in justice system are seen. Besides, that the elements in the scope of the tax expenses have been authorized extremely has caused the decisions to be taken against the laws. According to the results of the survey study. The loyal tax payers are nearly punished by the state itself related with the tax expenses. In the result of the tax expenses, the taxpayer who has the lack of confidance to the state will decrease the willingess of paying tax and will lose his ar her tax consciousness and tax ethics in time.Key words: Tax Expenditure, Tax Justice, Public Spending.

Devlet birlikteliğin ortaya çıkarmış olduğu sorumlulukları yerine getirmek için birtakım araçları kullanarak amacına ulaşmaya çalışmaktadır. Bu araçlar kamu harcamaları ve kamu harcamaları kapsamında yer alan sosyal transfer harcaması niteliğindeki vergi harcamalarıdır. Devletler temelde kamu harcamaları ile görev ve sorumluluklarını yerine getirmektedir. İş yükünün artması ve toplumsal değişimler neticesinde devlet farklı yöntemler deneyerek hedeflerini gerçekleştirmektedir. Vergi harcamaları bu kapsamda önemli bir yere sahiptir. Vergi sisteminin yapısında birtakım düzenlemelerin yapılması ile ortaya çıkan vergi harcamaları, uygulaması ve hızlı sonuç vermesi açısından tercih edilmektedir. Vergilendirmede adalet ilkesinin yerine getirilmesi mali güce göre vergi alınmasını ifade etmektedir. Vergi harcamalarının etkin bir yöntem olduğunu fakat yerinde kullanılmaması halinde vergi sistemini adaletten uzaklaştıracağı görülmektedir. Vergilendirmede adalet ve gelir dağılımında eşitlik vergi harcamalarının etkin kullanılması ile olumlu sonuç vermektedir. Türk Vergi Sisteminde vergi harcamalarının tarafsız bir şekilde denetlenmediği yapılan anket çalışmalarının sonucunda görülmektedir. Tez çalışmasının amacı vergi harcamaları ile vergi adaleti arasındaki ilişkinin Türk Vergi Sistemine etkilerinin belirlenmesi ve çözüm önerileri ile ortaya çıkan sorunların azaltılmasına yöneliktir. Yöntem olarak vergi harcamaları ile ilgili yapılan akademik ve anket çalışmalarının sonuçları değerlendirilmiş ve tablo haline getirilmiştir. Bu verilere göre Türkiye'de vergi harcamalarının vergi adaletini olumsuz etkilediği ve Türk Vergi Sisteminin adaletsiz olarak değerlendirilmesine neden olduğu görülmektedir. Ayrıca vergi harcamaları kapsamında yer alan unsurların gereğinden fazla yetkilendirilmesi kanunlara aykırı kararların alınmasına neden olmaktadır. Anket çalışmalarının sonuçlarına göre sadık mükellefler vergi harcamaları ile adeta devlet eli ile cezalandırılmaktadır. Vergi harcamaları neticesinde devlete karşı güven sorunu yaşayan mükellefin vergi ödeme isteği azalarak zamanla vergi bilincini ve vergi ahlakını kaybetmektedir.Anahtar Kelimeler: Vergi Harcaması, Vergi Adaleti, Kamu Harcaması.
