Residential sector is an important sector for both economies and citizens and has wide range of feedforward and feedback structure. Residential sector is directly connected to other sectors and it is claimed that the number of these sectors reachs up to 600. Residential demand has direct or indirect stimulant effect on other sectors.For that reason, stimulate residential sector means to stimulate all other sectors with their units. Among all other methods, Mortgage Housing Finance is proved to be the most effective one. Mortgage Housing Finance is employed for over 200 years and stimulated general capital markets and housing markets positively and deeply especially within the 30 years. However, since the beginning of the mortgage financial crisis in 2005, the system has become highly questionable.We have been still experincing the economic and financial results of the crisis deeply as well as structural problems which are settled for many years in Turkey. By reason of the crisis, new model of housing finance system has become one of the main issues among academicians.This PhD thesis theorise new model of housing finance system for Turkey. It is presented taking into account of specific economic, cultural and geographic featues of Turkey. It is presented here a model dominated by participation, has a wider range of funding resources and focus on the subject from wider integrated point of view.At this paper, It is appear that Turkey need a new real estate strategy. at this conjuncture, ethic values and new financial strategies are will be very importantin near future.

Konut sektörü hem ekonomiler hem de vatandaşlar açısından çok büyük öneme sahip geri ve ileri beslemesi çok daha güçlü bir sektördür. Konut sektörü pek çok sektör ile direkt olarak ilişkili olup bunların sayısının 600'ü bulduğu tahmin edilmekte olup, konut talebi direkt ya da endirekt olarak diğer sektörler üzerinde canlandırıcı etkiye sahiptir.Bu yüzden konut sektörünü canlandırmak, tüm ekonomik birimleri canlandırmak ve harekete geçirmek manasına gelmektedir. Bu sektörü canlandırmak için pek çok yöntem içinde şimdiye değin en etkin olan Mortgage Konut Finansman Sistemi olmuştur. Bu sistem Dünyada iki yüz yılı aşan bir geçmişe sahip olup, özellikle son 30 yıl içerisinde genelde sermaye piyasalarını, özelde ise konut piyasalarını şimdiye değin görülmemiş boyutta olumlu yönde etkilemiş, hareket kazandırmıştır. Pek çok zengin ve gelişmiş ülke bu özelliklerini konut sektörünü kullanarak elde etmişlerdir.Bu sistem adından da anlaşılacağı üzere her ne kadar konut sektörünün finansmanı üzerine yoğunlaşsa da tüm konut sektörü ile alakalı düzenleme ve kriterleri beraberinde getirmektedir. Bu sistemin mükemmel bir tarzda çalışabilmesi ve konut sektörünü harekete geçirebilmesi için ülkelerin hukuki, sosyal, sosyo-psikolojik alt yapılarının da bu sistem için hazır hale getirilmesi gerekmektedir.Bu çalışmada ülkemize özgü bir konut finansman stratejisine ihtiyaç olduğu ortaya çıkmıştır. Ekonomik konjonktürün geldiği noktada yeni finansman yöntemleri ortaya koymak ve etik değerleri piyasada uygulanır hale getirmek zorunlu hale gelmiştir.
