Studies on how to implement activity-based budgeting in the construction industry are limited. The studies examined focused on the project budgets of residential and commercial building. Traditional budgeting models are recommended for studies involving public infrastructure construction. Considering the problem of ongoing cost overrun and timeout in public constructions, it is clear that the short-sighted and static structure of traditional budgeting is not compatible with the qualities of these constructions which can last for many years and are affected by a lot of variables. The structure of activity-based budgeting based on rolling estimates will protect business assets while preventing waste of public resources. According to another result revealed in the research; Many of the companies attach importance to time planning, but not to cost planning. While businesses prefer activity-based methods such as critical path method and Gant chart that take into account the effects of business changes to prepare work schedule and timetable, they prefer function-based budgeting in budgeting. In addition, the prepared budget tables do not provide managers anything other than the departments' resource needs and the amounts of these resources. In studies involving small and medium-sized construction contracting enterprises, it was concluded that most of them did not budget until they got the job, and most of them did not know the concepts, principles, functioning and benefits of activity-based budgeting. According to the project management literature, business managers explain the reasons for cost and time-outs for external reasons such as design changes and price increases. On the other hand, international studies conclude that the reason for these poor results is that a cost management model is not preferred in order to make the sequences of activity in construction processes visible. The most important advantages of the activity based budgeting method are; analyzing the sequences of activities in the construction processes, avoiding allocating resources for activities that do not create value, measuring the impact of all changes in all activities until the construction is completed and therefore complying with agile methods such as critical road method, the ability of loading the costs of all support activities to products according to their real reasons that reveal these costs, giving more reliable results for especially the preliminary cost estimations made during the bidding phase. Therefore, in the study; Answers to the questions of how to apply the activity-based budgeting method from the tender stage, how to allocate the costs that will arise in the fields of operation and construction, and how to calculate the preliminary costs in order to provide more consistent price offers are sought. In order to find answers to the research questions, a case-based study was carried out in a project at a tender stage in a construction company. The results of `sectoral research and management accounting` and `project management literature` were used to write the theoretical parts of the research report and to determine the assumptions and principles of the proposed model. Many interviews were held with different people in order to obtain primary data and develop an implementation model. The cost management information system of the company, the documents of the sample project and the files of previously completed projects were examined in detail, and the obtained results were analyzed comparatively. The proposed model can be easily customized to meet the needs of each project, regardless of project size or product type. In addition, the ability to estimate the construction cost of the model will help engineers prepare detailed plans during the project design phase, and increase their chances of success. The study will be a starting point for future work as it expands the activity-based budgeting method to the construction industry. The cost allocation model developed in the study and the pre-costing model designed in integration with activity-based budgeting will be an important guide for managers who want to set up an activity-based budgeting system in their businesses. In addition, budget tables designed to determine the advantages of activity-based budgeting will be useful to those reporting to senior management and software engineers.

Faaliyet tabanlı bütçelemenin inşaat sektöründe nasıl uygulanacağına ilişkin çalışmalar yok denecek kadar azdır. Ulaşılan çalışmalar, konut ve ticari binaların proje bütçelerine odaklanmıştır. Kamu altyapı inşaatlarını içeren çalışmalarda ise, geleneksel bütçeleme modelleri önerilmektedir. Kamu inşaatlarında devam eden maliyet ve zaman aşımı problemleri göz önüne alındığında, geleneksel bütçelemenin kısa görüşlü ve statik yapısının bu inşaatların nitelikleri ile uyumlu olmadığı açıktır. Faaliyet tabanlı bütçelemenin yuvarlanan tahminlere dayalı çevik yapısı, bir yandan işletme varlıklarını korurken, diğer yandan kamu kaynaklarının israfını da önleyecektir. Araştırmalarda ortaya çıkan diğer bir sonuca göre; işletmelerin birçoğu zaman planlamasına önem vermekte buna karşılık maliyet planlamasına aynı derecede önem vermemektedir. İşletmeler, iş programı ve zaman çizelgesi hazırlamak için iş değişikliklerinin etkilerini dikkate alan kritik yol yöntemi ve Gant grafiği gibi faaliyet tabanlı yöntemler tercih etmekle birlikte, bütçelemede fonksiyon tabanlı bütçeleme tercih etmektedir. Ayrıca, hazırlanan bütçe tabloları, bölümlerin kaynak ihtiyaçları ve bu kaynakların miktarları dışında herhangi bir şey sunmamaktadır. Küçük ve orta ölçekli inşaat taahhüt işletmelerini kapsayan çalışmalarda ise, büyük bir kısmının işi alana kadar bütçeleme yapmadığı, çoğunun faaliyet tabanlı bütçelemenin kavramlarını, ilkelerini, işleyişini ve faydalarını bilmediği sonucuna varılmıştır. Proje yönetimi alan yazınına göre, işletme yöneticileri maliyet ve süre aşımlarının nedenlerini tasarım değişiklikleri ve fiyat artışları gibi dışsal nedenlerle açıklamaktadır. Buna karşılık uluslararası çalışmalar, elde dilen kötü sonuçların nedenini, inşaat süreçlerindeki faaliyet dizilerini görünür kılacak bir maliyet yönetim modeli tercih edilmemesine bağlamaktadır. Faaliyet tabanlı bütçeleme yönteminin en önemli avantajları şunlardır; inşaat süreçlerindeki faaliyet dizilerini analiz etmesi, değer yaratmayan faaliyetlere kaynak ayrılmasının önüne geçmesi, tüm inşaat faaliyetlerindeki değişikliklerin sonuca etkisini ölçmesi, kritik yol yöntemi gibi çevik yöntemlerle uyum sağlaması, tüm destek faaliyetlerinin maliyetlerinin ortaya çıkaran gerçek nedenlerine göre ürünlere yüklenebilmesi, özellikle teklif aşamasında yapılan ön maliyet kestirmelerinin çok daha güvenilir olması. Bu nedenle çalışmada; faaliyet tabanlı bütçeleme yönteminin ihale aşamasından itibaren nasıl uygulanacağı, işletme genelinde ve şantiyelerde ortaya çıkacak olan maliyetlerin nasıl tahsis edileceği, daha tutarlı fiyat teklifleri sunabilmek için ön maliyetlerin nasıl hesaplanacağı sorularına cevap aranır. Araştırma sorularına cevap bulabilmek amacıyla, bir inşaat firmasında ihale aşamasında olan bir projede, vaka temelli bir çalışma yapılmıştır. Araştırma raporunun teorik bölümlerinin yazımı ve önerilen modelin varsayımlarının ve ilkelerinin belirlenmesi amacıyla, yönetim muhasebesi ve proje yönetimi alan yazını yanı sıra sektörel araştırmaların sonuçlarından faydalanılmıştır. Birincil verilerin elde edilmesi ve uygulama modelinin geliştirilmesi için, farklı kişilerle çok sayıda görüşme yapılmıştır. İşletmenin maliyet yönetim bilgi sistemi, örnek projeye ait belgeler ve daha önce tamamlanmış projelerin dosyaları detaylı bir şekilde incelenerek, elde edilen sonuçlar karşılaştırmalı olarak analiz edilmiştir. Önerilen model proje büyüklüğü veya ürün türüne bakılmaksızın, her projenin ihtiyaçlarına uyacak şekilde kolayca özelleştirilebilir. Ayrıca, modelin yapım maliyetini tahmin etme yeteneği, mühendislerin proje tasarım aşamasında ayrıntılı planlar hazırlamasına ve başarı şansını artırmasına yardımcı olacaktır. Çalışma, faaliyet tabanlı bütçeleme yöntemini inşaat sektörüne doğru genişlettiği için gelecekte yapılacak çalışmalar için de bir başlangıç noktası olacaktır. Çalışmada geliştirilen maliyet tahsis modeli ve faaliyet tabanlı bütçeleme ile bütünleşik olarak tasarlanan ön maliyetleme modeli, işletmelerinde faaliyet tabanlı bütçeleme sistemi kurmak isteyen yöneticilere önemli bir rehber olacaktır. Bunların yanı sıra, faaliyet tabanlı bütçelemenin avantajlarını ortaya çıkarabilecek şekilde tasarlanan bütçe tabloları, üst yönetime raporlama yapan kişilere ve yazılım mühendislerine faydalı olacaktır.
