For the past decade the issue of cyberspace and; therefore, cybersecurity has been overshadowed by the repercussions of international and radical terrorism. Nevertheless, the importance of cyberspace was realized quickly giving momentum to cybersecurity studies and strategies. The topic has become a grave concern for states and their citizens. There has been numerous legislation, cybersecurity drills and strategies established not only domestically but also international-wise. However, there are still many gaps ranging from international law of cybersecurity to domestic legislation and even in the identification of cybersecurity itself. Hence, the aim of this study is to propose a simpler but effective structural organisation for states in setting up their defences in the cyberspace. For the creation/invention of such organisation, first an appropriate approach was needed; thus, cybersecurity was analysed through the lenses of mainstream IR theories proving that rooted theories were outdated and insufficient to explain the whole picture of cybersecurity. Then, the efforts of the international community and that of states are conveyed to see the differences and similarities. And finally a hybrid structure is formed for the usage of states.

Geçtiğimiz dönemde, siberalan ve dolayısıyla siber güvenlik konuları, uluslararası ve radikal terörizmin yankılarının gölgesinde kalmıştır. Ancak, sibergüvenliğin önemi hızla anlaşılmış olup sibergüvenlik çalışmaları ve stratejileri ivme kazanmıştır. Sibergüvenlik konusu, devletler ve vatandaşları için çok önemli bir sorun haline gelmiştir. Konuyla ilgili olarak çok sayıda mevzuat ile birlikte sadece yurtiçinde değil, aynı zamanda uluslararası alanda da gelişmeler kaydedilmiştir. Ancak, sibergüvenliğin tanımından, uluslararası sibergüvenlik hukukundan iç hukuka kadar birçok alanda halen eksik kısımlar bulunmaktadır. Bu nedenle, bu çalışmanın amacı siber savunmalarını kurma yolunda devletlere daha basit ancak daha etkili yapısal organizasyon önermektir. Böyle bir örgütü oluşturmak/kurmak için öncelikle uygun bir yaklaşım gereksiniminden dolayı sibergüvenlik konusuna Uİ teorilerinin perspektifiyle değerlendirilmiş ve bu yaklaşımların modası geçmiş ve yetersiz olduğu kanaatine varılmıştır. Ardından, devletlerin ve uluslararası toplumun çabaları ele alınarak bu bağlamda farklılıkları ve benzerlikleri gösterilmiş ve en nihayetinde melez bir yapı inşaa edilerek devletlerin kullanımına sunulmuştur.
